Signor Presidente

vorremmo ringraziarla per aver reso possibile, con il prezioso aiuto dei Paesi Bassi e della Danimarca, il dispiegamento dei primi F-16 in Ucraina nel prossimo futuro. Ci auguriamo che essi preannuncino la formazione di una forza aerea di 200 o 300 velivoli che permetta all’Ucraina di difendere efficacemente il proprio spazio aereo.

Senza indulgere al pessimismo o al disfattismo, ci sembra che il nemico che oggi affronta l’Ucraina abbia imparato dai suoi errori militari iniziali, abbia rilanciato il suo complesso militare-industriale e padroneggiato nuovi tipi di armamenti. La Russia è stata anche in grado di trovare nuove fonti di approvvigionamento di armi da alcuni dei suoi alleati. Da questo punto di vista, la consegna da parte dell’Iran di bombe volanti e la probabile prossima fornitura di missili a medio raggio sono particolarmente preoccupanti.

Le scriviamo in qualità di Presidente del Paese leader della coalizione di Ramstein per chiederLe di revocare le restrizioni sull’uso delle armi fornite dal Suo Paese e per invitare i Paesi membri della coalizione a fare altrettanto, in modo che l’esercito ucraino possa neutralizzare le strutture e gli equipaggiamenti militari, i depositi di munizioni e carburante e le fabbriche del complesso militare-industriale in profondità nel territorio nemico. Пане Президенте!

Ми вдячні Вам за те, що Ви уможливили — за неоціненної підтримки з боку Нідерландів і Данії — майбутнє розгортання перших F-16 в Україні. Сподіваємося, що вони стануть передвісниками створення угруповання військово-повітряних сил у 200 або 300 літаків, яке дозволить Україні забезпечити ефективнішу оборону свого повітряного простору.

Утім нам здається, без найменшого натяку на песимізм чи поразництво, що ворог, з яким сьогодні бореться Україна, встиг зробити висновки зі своїх початкових військових помилок, запустити власний військово-промисловий комплекс та опанувати нові види озброєнь. Росія також змогла налагодити постачання зброї від кількох союзників. З цього приводу нам здається особливо небезпечним постачання Іраном плануючих бомб і ймовірність постачання у найближчий час ракет середньої дальності.

Звертаємося до Вас як до президента країни — лідера Рамштайнської коаліції з проханням зняти обмеження на використання зброї, яку Ваша країна постачає Україні, та закликаємо інші країни — члени коаліції зробити те ж саме. Це дозволить Збройним силам України нейтралізувати військову інфраструктуру та техніку, склади боєприпасів і палива, а також підприємства військово-промислового комплексу, які розташовані глибоко в тилу противника. Mr. President,

We would like to thank you for making it possible, with the invaluable support of the Netherlands and Denmark, for the first F-16s to be deployed in Ukraine in the near future. We hope that this heralds the formation of an air force of 200 to 300 aircraft which will allow Ukraine to effectively defend its airspace.

Without indulging in pessimism or defeatism, it seems the enemy Ukraine faces today has learned from its initial military mistakes, revitalised its military-industrial complex and mastered new types of armament. Russia has also been able to find new sources of arms supplies from some of its allies. From this point of view, Iran’s delivery of glide bombs and the likely supply of medium-range missiles are particularly worrying.

We are writing to you as president of the leading country in the Ramstein coalition to ask you to lift the restrictions on the use of weapons supplied by your country, and to call on the coalition member countries to do likewise, so that the Ukrainian army can neutralise military structures and equipment, ammunition and fuel depots, and military production facilities deep inside enemy territory. Requiem for Nagorno-Karabakh?

In her article on Nagorno-Karabakh, Nathalie Tocci, political scientist and director of the IAI ¹, states that “there is no doubt that Nagorno-Karabakh lies within the officially recognised borders of Azerbaijan. Europe and the international community have never questioned this, and the war in Ukraine has underlined once again the importance of sovereignty and territorial integrity as pillars of international law. There is therefore no legally valid reason to oppose the reintegration of Karabakh into Azerbaijan” ² Such statements are worthy of discussion. Lire la suite →

Nel suo articolo sul Nagorno-Karabakh, Nathalie Tocci, politologa e direttrice dello IAI ¹, afferma che « non c’è dubbio che il Nagorno-Karabakh si trovi all’interno dei confini ufficialmente riconosciuti dell’Azerbaigian. L’Europa e la comunità internazionale non lo hanno mai messo in dubbio e la guerra in Ucraina ha sottolineato ancora una volta l’importanza della sovranità e dell’integrità territoriale come pilastri del diritto internazionale. Non c’è quindi alcun motivo giuridicamente valido per opporsi alla reintegrazione del Karabakh nell’Azerbaigian » ². Sono affermazioni che meritano di essere discusse. Lire la suite →
